One name, two census places, one permit office
Wikipedia records that the area was once a single census place, with 4,027 residents in 2010, and that it was divided into the Highlands and Baywood Park places before 2020. Highlands had 2,359 residents at the last count and Baywood Park 1,693. Neither has a city government. San Mateo County Planning and Building handles permits for both.
Ask the county whether your reroof needs a permit and what it wants to see. The county publishes a Class A or B roofing certification form, and we put in writing who files.

The Class A or B form matters because it asks for the product and rating before work starts. A roofer who does not mention it should be asked about it. We put the covering we propose, its fire rating and who files the paperwork on the estimate, so you can check them against the county's requirements before you sign. Do not assume the old roof's rating carries over to a new product.
Services for roofs on the hill
- Roof Repair
Ridge exposure wears edges and flashing first, and a focused repair of drip edge, starter and ridge caps can extend a sound roof without opening the whole surface.
- Roof Replacement
Homes between the freeway and the reservoir ridge often need a tear-off plan that accounts for slope and access, and the estimate names who files with San Mateo County.
- Gutters
Mature trees along the ridge streets fill gutters, and downspouts must discharge well away from the slope so runoff does not undercut the soil beside the foundation.
- Storm Damage Roofing
Winter wind across Pulgas Ridge lifts shingles, and we photograph the damage and write a scope you can take to your insurer, who decides what the policy covers.
- Emergency Roof Repair
A leak on a sloped lot gets safe temporary protection first, since steep roofs are risky in rain, then a written repair plan after the roof has dried out.
- Roof Inspection
County Class A or B roofing paperwork and a clear photographed condition report go together, so an inspection documents the roof before you choose a material or file anything.
- Roof Maintenance
Tree litter and wind-lifted edges on ridge-top homes are easier to deal with in a yearly visit than after a winter of overflow running toward the slope below.
Pulgas Ridge, the freeway and the reservoir below
Highlands sits on Pulgas Ridge at roughly 554 feet, with I-280 on its west side and State Route 92 to the south, and Lower Crystal Springs Reservoir below. On a ridge, edges, rakes and ridge caps are first in line for wind.
We check drip edge, starter and nail lines on every inspection here. If the surface is sound, a targeted repair often does the job.

Trees, gutters and the slope below
Streets near the ridge are lined with mature trees, and leaves end up in gutters and valleys. On a slope, overflow does not just stain the fascia. It runs toward the foundation and the neighbor below. We check outlets, hangers and downspout discharge, and the estimate prices gutter work separately so you can see each number.
Baywood Park, Highlands and the neighbors around them
Baywood Park had 1,693 residents at the last count and Highlands 2,359 (Wikipedia). Hillsborough lies to the north of Highlands, Belmont to the southeast and San Mateo to the east. That borders matter more than the name. A house a few blocks from the county line may sit under a city building office instead of San Mateo County, so give us the exact address.

Being between I-280 on the west and State Route 92 to the south (Wikipedia) also tells us how to reach you. We come from the east across the bay and plan around freeway traffic, and we confirm the final approach once we have your street.
Getting a visit scheduled
Phone first; we book the inspection, and Wayne or Pedro is often the person on the roof. You receive a written estimate with photos. Hillsborough, Belmont and San Mateo are the neighboring communities, which helps us plan travel.
